Permanent Residence Selection to Favour Higher Earnings, Job Offers Over Canadian Experience, as Part of Proposed Express Entry Reforms

Immigration, Refugees and Citizenship Canada (IRCC) has just released detailed proposals (April 2026) that will completely reshape how permanent residence is awarded through Express Entry.
The headline?
"Permanent residence selection will now favour higher earnings and job offers over Canadian experience."
This is the biggest service to the Comprehensive Ranking System (CRS) since 2019. IRCC is planning to retire the three separate programs — Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP) and merge them into one single stream with combined eligibility requirements.
Instead of simply rewarding time spent working in Canada, the new system will give extra points for high-wage occupations and verified job offers, even if your experience is from abroad. Canadian work experience will still count, but it will be restructured under a new “High-Wage Occupation” factor. Candidates in jobs paying above the national median wage will jump ahead in the pool. Foreign work experience is set to get more equal treatment too.
The changes have not been finalized, public discussions are scheduled for Spring 2026 before any final decision.
Key Changes
Merging all three programs into one unified Express Entry stream.
Standardized eligibility for everyone:
Work experience: One year of cumulative work in a TEER 0–3 occupation, earned within the last three years — Canadian or foreign experience counts.
Language: Minimum CLB 6 (or NCLC 6 for French) across all four abilities for every candidate.
Education: At least a high school diploma or equivalent, verified by an Educational Credential Assessment (ECA).
Job offer: No longer a minimum eligibility requirement (currently required for FSTP).
Major CRS overhaul:
Re-introducing job offer points as a new “High Wage Occupation” CRS factor.
Removal or modification of points for: having a sibling in Canada, obtaining a Canadian post-secondary credential, and French-language proficiency.
Eliminating the old 67-point grid used by the FSWP.
Category-based selection (French-language draws and occupation-specific draws) will continue.
